Recovered historical report
Qusayy Bin Kilāb, a descendant of Ismail, united Quraish and drove Khuzā‘ah out of Makkah. He consolidated all authorities: guardianship of the Ka‘bah (Hijabah), providing water and food to pilgrims (Siqayah and Rifadah), the assembly hall (Nadwah), and the banner of war (Liwa’). He became the absolute ruler of Makkah. After his death, these authorities were split among his children.
